I have the honour to call your attention to
Article I of treaty concluded June 30th.,1892,between the
United States and Great Britain,re Reclamation of desert-
ing seamen, and to be informed what power the Colonial Govern-
ment decides said Treaty confers on the United States Con-
sul residing in this port.
Her Majesty's Exequatur reads "We hereby re-
quire that you do receive, countenance, and as there may be
occasion, favourably assist him (the United States Consul) in
the exercise of his office, giving and allowing unto him all
the privileges, immunities and advantages thereunto belong-
ing."
The treaty referred to reads, "Consuls X X X
shall have power to require from the proper authorities
the assistance provided by law for the apprehension, recove-
ry and restoration of seamen who may desert from any ship,
belonging to a citizen or subject of their respective coun-
tries, while in the ports of the other country.“
